Understanding Chargeback Thresholds
Visa Dispute Monitoring Program (VDMP)
Visa monitors all merchants and flags those who exceed 0.9% chargeback ratio or 100 chargebacks in a single month. Once triggered, merchants enter the Early Warning phase and have 4 months to bring their ratio below the threshold.
Notification from acquirer; no fines yet
$50 per dispute fine + review required
$50-$100 per dispute fine; possible account termination
Mastercard Excessive Chargeback Program (ECP)
Mastercard flags merchants who exceed 1.5% chargeback ratio or 100 chargebacks in a calendar month. The program has two tiers with escalating penalties.
$1,000-$2,000/month fee; remediation plan required
$10,000-$100,000/month fine; possible MATCH list and account closure
Consequences of High Chargeback Ratios
- -Escalating fines from card networks that increase each month you remain above the threshold
- -Reserve requirements where your processor holds back a percentage of your funds as collateral
- -Higher processing rates as your risk profile increases and you become a less attractive merchant
- -Account termination and placement on the MATCH/TMF list, making it extremely difficult to obtain a new merchant account
Why Chargebacks Cost More Than You Think
Most merchants only see the chargeback fee on their statement and assume that is the full cost. In reality, the dispute fee is typically the smallest component of the total loss. When a chargeback is filed, you lose the full transaction amount (the sale is reversed), the cost of goods or services already delivered, and you still pay the original processing fees on the transaction.
On top of the direct financial losses, every chargeback requires staff time to gather documentation, prepare representment evidence, and manage the dispute lifecycle. Industry estimates place this operational cost at $40 or more per dispute. For businesses with thin margins, even a small number of chargebacks can meaningfully impact profitability.
The hidden multiplier is that each chargeback also moves you closer to the card network monitoring thresholds. Once you cross those thresholds, the cost escalates dramatically through network fines, increased reserve requirements, and potential account termination.
Did you know? For every dollar lost to fraud, merchants pay an average of $3.75 when accounting for chargebacks, fees, merchandise loss, and operational costs. Prevention is significantly more cost-effective than remediation.
Reduce Chargebacks Before They Happen
PaySec's fraud prevention tools and chargeback management platform help merchants stop disputes at the source, recover revenue from illegitimate chargebacks, and stay well below network thresholds.
